1. Scope of Application

Pursuant to Circular No. 29/2025/TT-BKHCN, broadband data transmission equipment operating in the 2.4 GHz band with an Equivalent Isotropically Radiated Power (EIRP) from 60 mW to 200 mW must meet the technical requirements of QCVN 54:2020/BTTTT when falling under one of the following HS codes:

UAV/Drones (remotely controlled flying vehicles, which may integrate television cameras, digital cameras, and video cameras) using remote control technology, transmitting images via spread spectrum modulated radio waves in the 5 GHz band (frequency band including 3 sub-bands: 5150 MHz to 5350 MHz, 5470 MHz to 5725 MHz, and 5725 MHz to 5850 MHz) and having an Equivalent Isotropically Radiated Power (EIRP) from 60 mW to 200 mW.

Specifically, devices such as mobile phones, Desktop computers, Tablets, Laptops/Notebook Computers, smartwatches, radio transceivers, Wi-Fi, Flycams, UAV/Drones… with an equivalent isotropically radiated power (e.i.r.p.) up to 200 mW operating in the service frequency bands below must undergo testing according to QCVN 54:2020/BTTTT.

2. Technical Requirements

Broadband data transmission equipment with an equivalent isotropically radiated power (e.i.r.p.) up to 200 mW operating in the 2.4 GHz band, such as mobile phones, tablets, laptops/notebook computers… used in wireless local area networks in the 2.4 GHz band must undergo Testing for Broadband Data Transmission Equipment in Vietnam according to QCVN 54:2020/BTTTT.

Accordingly, these devices must meet requirements such as RF output power; power spectral density; duty cycle, transmit sequence, TX-gap; accumulated transmit time, frequency occupation and hopping sequence; hopping frequency separation; medium utilization factor; adaptability; occupied channel bandwidth; unwanted emissions; receiver spurious emissions; receiver blocking and geo-location capability.

Note:

  • Regarding QCVN 54:2020/BTTTT – the technical requirements under extreme/critical conditions shall be suspended from July 1, 2025, until the end of December 15, 2026, for products and goods that are not Wi-Fi transmitting and receiving devices (Wi-Fi Modems, Wi-Fi routers), HS code: 8517.62.51, which have integrated Wi-Fi functions.
  • Devices using Ultra Wide Band (UWB) technology are not within the scope of this Regulation.
  • For non-adaptive FHSS equipment, the manufacturer shall declare a reduced RF output power which, in combination with the duty cycle, will ensure that the equipment meets the requirements for the Medium Utilization (MU) factor. This is verified by compliance testing as stated in this regulation.

4. Where to conduct Testing for Broadband Data Transmission Equipment in Vietnam according to QCVN 54:2020/BTTTT?

4.1. Regulations on qualified testing and certification units

Pursuant to Article 5 of Consolidated Document No. 02/2020/VBHN-BTTTT – Regulations on certification of conformity and declaration of conformity for specialized information technology and communications products and goods, testing units serving certification and declaration of conformity are regulated as follows:

Testing units serving certification of conformity activities are designated or recognized testing units.

Testing units serving declaration of conformity activities are designated or recognized testing units, or units that have registered testing operations according to Decree No. 107/2016/NĐ-CP dated July 01, 2016, of the Government regulating business conditions for conformity assessment services.

Testing units must be responsible before the Regulatory Authority for the accuracy of testing results. Testing results do not substitute for the Certificate of Conformity and the Declaration of Conformity.

Circular No. 29/2025/TT-BKHCN also stipulates: “It is not permitted to use testing results from domestic or foreign laboratories that have not been designated or recognized, or testing results from the manufacturer, to assess conformity with this technical regulation.”

4.2. Phúc Gia® – A Prestigious Testing Organization for Telecommunications and Information Technology Equipment in Vietnam
