Guidance on Testing for Inductive Loop Equipment in Vietnam According to QCVN 55:2023/BTTTT

Inductive loop equipment is one of the groups of very short-range radio devices widely used in Vietnam in many fields, from retail and logistics management to electronic payments and personal identification. These devices play a vital role in automation, data digitization, and ensuring security and safety in socio-economic life. Accordingly, Testing for Inductive Loop Equipment in Vietnam according to QCVN 55:2023/BTTTT is a mandatory requirement before putting them into use in Vietnam.

I. The Current State of Inductive Loop Equipment Usage in Vietnam

Inductive loop equipment is most commonly applied in RFID and NFC systems, operating primarily in the LF (approx. 125 kHz) and HF (13.56 MHz) bands. These technologies are used in daily activities, from access control cards at apartments, offices, and parking lots to warehouse management systems, logistics, and the supply chains of manufacturing and e-commerce enterprises. Compared to traditional barcodes, inductive loop solutions allow for rapid identification, simultaneous reading of multiple objects, and reduced reliance on manual operations, leading to increasingly expanded deployment.

Furthermore, NFC is growing robustly alongside the digital economy and cashless payments. Contactless payment POS machines, smartphones, bank cards, and especially chip-based citizen ID cards all utilize the inductive loop principle to exchange data at very close range. The increasing use of inductive loop devices in urban areas, shopping malls, and transaction points sets higher requirements for stable operation and the prevention of mutual interference.

In addition, these devices are used in Electronic Article Surveillance (EAS) systems in retail. Most supermarkets, fashion stores, and bookstores in Vietnam install security gates using inductive loop technology to detect anti-theft tags. Currently, the market is trending toward shifting from simple security gate systems to solutions integrated with customer traffic analysis functions.

Testing for Inductive Loop Equipment in Vietnam according to QCVN 55:2023/BTTTT is a mandatory requirement to ensure that equipment meets technical requirements, operates stably, and does not affect other radio systems in the same environment.

II. Guidance on Testing for Inductive Loop Equipment in Vietnam According to QCVN 55:2023/BTTTT

1. Scope of Application

Based on Circular No. 29/2025/TT-BKHCN, inductive loop equipment operating in the frequency range from 9 kHz to 30 MHz—such as laptops, mobile phones, wireless chargers, remote controls, etc.—with integrated NFC must meet the technical requirements of QCVN 55:2023/BTTTT when falling under one of the following HS codes:

Product Name HS Code Product Description
Radio Frequency Identification (RFID) Equipment 8523.52.00
8523.59.10
Equipment that uses radio waves for the automatic identification, tracking, and management of goods, people, animals, and other applications. The equipment consists of two distinct blocks connected via a radio interface:

Radio transceiver equipment that stores information in the form of an electronic chip tag (RF tag), attached to the object to be identified; only applicable to tags with a power source.

Does not include Radio Frequency Identification (RFID) equipment in item 4.2 of Annex II of this Circular.

8471.60.90 Radio transceiver equipment (RF Reader) used to activate the radio tag and receive information from the tag to be transferred to a data processing system.

Does not include Radio Frequency Identification (RFID) equipment in item 4.2 of Annex II of this Circular.

2. Technical Requirements

Inductive loop equipment is governed by Vietnam’s frequency planning and frequency channeling regulations according to QCVN 55:2023/BTTTT. Accordingly, radio equipment must meet requirements regarding spurious emissions, radiation, RF carrier current, permitted operating frequency range, spurious emissions, H-field (radiation), radiated E-field, permitted operating frequency range, modulation bandwidth, etc.

Note: Regarding QCVN 55:2023/BTTTT: technical requirements under extreme/critical conditions shall not apply from July 1, 2025.

4. Where to perform Testing for Inductive Loop Equipment in Vietnam according to QCVN 55:2023/BTTTT?

4.1. Regulations on qualified testing and certification units

Based on Article 5 of Consolidated Document No. 02/2020/VBHN-BTTTT – Regulations on conformity certification and declaration of conformity for specialized information technology and communications products and goods, testing units serving certification and declaration activities are regulated as follows:

The testing unit serving conformity certification activities must be a designated or recognized testing unit.

The testing unit serving declaration of conformity activities must be a designated or recognized unit, or a unit that has registered testing activities according to Decree No. 107/2016/NĐ-CP dated July 1, 2016, of the Government regarding business conditions for conformity assessment services.

Testing units are responsible to the Competent Authority for the accuracy of testing results. Test results do not replace the Certificate of Conformity or the Declaration of Conformity.

4.2. Phuc Gia® – A Reputable Testing Organization for Telecommunications and Information Technology Equipment in Vietnam

Phuc Gia Laboratory Corporation (Phuc Gia®) is designated by the Ministry of Science and Technology to perform Testing for Radio Access Equipment in Vietnam according to 24 Vietnam Technical Regulations for many critical groups of telecommunications and information technology equipment. This serves the quality management of potentially unsafe products and goods under the Ministry’s management responsibility, according to Decision No. 2899/QĐ-BKHCN and Decision No. 228/QĐ-BTTTT. Accordingly, Phuc Gia® is designated to perform Testing for Inductive Loop Equipment in Vietnam according to QCVN 55:2023/BTTTT.

Phuc Gia® is also the first unit to be accredited by all three accreditation bodies (BoA, AOSC, VACI) as meeting the ISO/IEC 17025:2017 standard.
