II. Guidance on Testing for Short Range Devices in Vietnam According to QCVN 73:2013/BTTTT

1. Scope of Application

According to Circular No. 29/2025/TT-BKHCN – The Circular providing the List of products and goods with the potential to cause unsafety in the field of information technology and telecommunications under the management responsibility of the Ministry of Science and Technology, short range radio devices are required to meet the technical requirements of QCVN 73:2013/BTTTT when falling under one of the following HS codes:

QCVN 73:2013/BTTTT specifically regulates short range radio devices with a transmission power level up to 500 mW, such as general short range radio devices, devices used in warning, identification, and radio positioning systems, remote control, telemetry, radio frequency identification devices, motion detection and warning devices, and the aforementioned types of radio equipment operating in the frequency bands from 25 MHz to 1 GHz must be tested according to this regulation.

2. Technical Requirements

Short Range Devices (SRD) operating in the 25 MHz to 1 GHz frequency range in Vietnam must meet the technical requirements specified in QCVN 73:2013/BTTTT, including: limits on transmission power, receiver sensitivity, signal quality, unwanted emissions, and regulations on frequency band use to ensure compatibility and prevent interference with other radio services.

Receivers used in short range radio equipment are divided into three categories. Each category has its own minimum reception requirements and technical specifications; these indicators depend on the selection of the receiver type used.

Note: In addition, the receiver must also meet requirements for sensitivity, the LBT (Listen Before Talk) threshold of the receiving equipment, and adjacent channel selectivity.

Transmitters used in short range radio equipment must meet requirements for frequency error, spread spectrum modulation, average power, effective radiated power, instantaneous power, adjacent channel power, modulation bandwidth, unwanted emissions in the spurious domain, frequency stability under voltage conditions, and duty cycle as specified in this QCVN 73:2013/BTTTT.

4. Testing for Short Range Devices in Vietnam according to QCVN 73:2013/BTTTT?

4.1. Regulations on Qualified Testing – Certification Units

Based on Article 5 of Consolidated Document No. 02/2020/VBHN-BTTTT – Regulations on conformity certification and declaration of conformity for specialized information technology and communications products and goods, the testing units serving certification and declaration of conformity are regulated as follows:

The testing unit serving conformity certification activities must be a designated or recognized testing unit.

The testing unit serving conformity declaration activities must be a designated or recognized testing unit, or a unit that has registered testing activities under Decree No. 107/2016/NĐ-CP dated July 1, 2016, of the Government, regulating business conditions for conformity assessment services.

Testing units are responsible before the Competent Authority for the accuracy of measurement and testing results. Measurement/testing results do not serve as a replacement for the Certificate of Conformity or the Declaration of Conformity.
