1. Regulations on Energy Efficiency and Energy Labeling for Refrigerators
- Circular No. 36/2016/TT-BCT – Regulating energy labeling for energy-using vehicles and equipment under the management of the Ministry of Industry and Trade, issued on December 28, 2016;
- Decision No. 04/2017/QD-TTG – The list of vehicles and equipment subject to energy labeling, applicable minimum energy performance standards (MEPS), and the implementation roadmap issued by the Prime Minister on March 9, 2017;
- Circular No. 42/2019/TT-BCT – Amending regulations on periodic reporting regimes in Circulars issued by the Minister of Industry and Trade on December 18, 2019;
- Consolidated Document No. 23/VBHN-BCT – Regulating energy labeling for energy-using vehicles and equipment under the management of the Ministry of Industry and Trade, issued on March 24, 2020;
- Decision No. 14/2023/QD-TTG – The list and roadmap for energy-using vehicles and equipment to be phased out and low-efficiency power generating units not to be newly built, issued by the Prime Minister on May 24, 2023;
- Decision No. 1725/QD-BCT – Regulating the List of items subject to energy efficiency inspection and energy labeling under the management responsibility of the Ministry of Industry and Trade, issued on July 1, 2024.

2. Types of Refrigerators Subject to Mandatory Energy Labeling
According to Decision No. 14/2023/QD-TTg, from April 1, 2025, non-ducted air conditioners must perform energy efficiency testing and Energy Labeling for Refrigerators according to standard TCVN 7828:2016 (replacing TCVN 7828:2013).
TCVN 7828:2016 – “National Standard on Refrigerators – Energy Efficiency,” the types of refrigerators that must undergo energy efficiency testing and energy labeling include:
“This standard applies to coolers, refrigerators, and freezers with a capacity of up to 1,000 L, cooled by natural convection or forced air circulation. This standard specifies the minimum energy performance (maximum power consumption) and energy efficiency classification of coolers, refrigerators, and freezers.”
Note: TCVN 7828:2016 does not apply to absorption refrigeration devices, commercial refrigerated cabinets (glass-front display cabinets), or specialized refrigeration equipment (used in industry and medicine).
3. Energy Labeling Declaration for Refrigerators
Based on Decision No. 14/2023/QĐ-TTg and Decision No. 04/2017/QĐ-TTg, refrigerators must undergo energy efficiency testing and have their energy labeling and energy stamps declared before being put on the market. Accordingly, the Energy Labeling for Refrigerators declaration consists of the following steps:
3.1. Energy Efficiency Testing for Energy Labeling for Refrigerators
The test result serves as the basis for energy labeling for products of the same model (sharing the same technical specifications, origin, and manufacturing facility…). Consequently, enterprises manufacturing or importing refrigerators are responsible for performing energy efficiency testing to complete the energy labeling declaration dossier.
Refrigerators subject to mandatory energy efficiency testing according to TCVN 7828:2016 must ensure the following energy performance requirements:
- Minimum Energy Performance Standard (MEPS): The maximum annual electricity consumption level (Wh/year).
- Energy Efficiency Grade: The ratio between the maximum annual electricity consumption of the cooler, refrigerator, or freezer and the electricity consumption measured as prescribed in this standard.

Note: Enterprises must perform energy efficiency testing at domestic testing organizations (independent testing organizations or manufacturer’s testing laboratories) or foreign testing organizations (independent testing organizations or manufacturer’s testing laboratories) designated by the Ministry of Industry and Trade.

3.2. Energy Labeling Declaration for Refrigerators at the Ministry of Industry and Trade
3.2.1. Case of New Registration
Step 1: Prepare the registration dossier
Before putting refrigerator products and equipment on the market, enterprises manufacturing or importing such vehicles and equipment must prepare one (01) set of energy labeling registration dossiers and send it to the Ministry of Industry and Trade.
Pursuant to Clause 2, Article 5 of Circular No. 36/2016/TT-BCT regulating energy labeling registration, the dossier for Energy Labeling for Refrigerators includes:
a) An energy labeling declaration form for refrigerators, clearly stating whether the enterprise is registering for a comparative label or an endorsement label according to the form in Appendix 1, Circular 36/2016/TT-BCT;
b) Test results issued by a testing organization for the product model;
c) A sample of the expected energy label.
Note:
- In cases where the testing for Energy Labeling for Refrigerators is performed by a foreign testing organization, the enterprise needs to provide additional documents proving that the foreign laboratory has met all requirements.
- If the dossiers and documents are in a foreign language, they must be translated into Vietnamese and notarized.
Step 2: Registration
Enterprises registering for Energy Labeling for Refrigerators may choose to submit the dossier online through the Ministry of Industry and Trade’s website (https://dichvucong.moit.gov.vn/) or send the dossier directly or via post to the Department of Innovation, Green Transformation, and Industrial Promotion, Ministry of Industry and Trade.
Step 3: Affixing the Energy Labeling for Refrigerators
After submitting the energy labeling registration dossier to the Ministry of Industry and Trade, enterprises are allowed to self-affix energy labels consistent with the information in the Energy Labeling Declaration for the registered product. Enterprises must be responsible for the accuracy and honesty of the information declared in the energy labeling declaration for refrigerators and the information displayed on the energy label.

3.2.2 Case of Energy Labeling Re-registration for Refrigerators
Enterprises must re-register for energy labeling when falling into one of the following cases:
– The evaluation standards change;
– Products or equipment that have been registered for energy labeling undergo changes in energy consumption levels.
