The Ministry of Science and Technology (MOST) has officially issued Circular No. 56/2025/TT-BKHCN along with the National Technical Regulation QCVN 19:2025/BKHCN. This is a strategic move aimed at establishing a system of mandatory standards for safety and electromagnetic compatibility (EMC) for LED Lighting Products circulating in Vietnam.

1. Meeting Urgent Requirements for LED Lighting Products Quality Management
The LED lighting market in Vietnam is experiencing impressive growth thanks to the advantages of energy saving and efficiency. However, the widespread appearance of low-quality products causes many risks and safety hazards such as electric leakage, fires, and explosions due to overheating, and especially electromagnetic interference (EMC).
The lack of control over electromagnetic interference (EMC) emissions can cause wave conflicts, disrupting Wi-Fi signals, security cameras, and smart control systems. More seriously, it also poses a risk of causing inaccuracies for medical devices, automated production lines, and automation systems. To thoroughly resolve this issue, QCVN 19:2025/BKHCN was issued by the Ministry of Science and Technology to create a uniform “technical barrier,” eliminating non-standard products.

2. Core technical regulations of QCVN 19:2025/BKHCN
The new regulation focuses on adjusting two important groups of technical indicators to protect consumer rights and ensure stable operation for the national power infrastructure:
- Electrical Safety: Strict regulations on insulation parameters, heat resistance, and mechanical strength to eliminate risks of fire, explosion, and electric leakage under normal and expected operating conditions…
- Electromagnetic Compatibility (EMC): Regulations on mandatory thresholds for electromagnetic interference emissions. LED Lighting Products must ensure they do not cause functional degradation or hinder the operation of other radio and electronic equipment in the same environment.

3. Implementation Roadmap for QCVN 19:2025/BKHCN
QCVN 19:2025/BKHCN applies to a wide range of products, including: LED bulbs, fixed LED luminaires, recessed LED luminaires, portable LED luminaires, and LED lamps with integrated power sources. Clearly identifying the product list helps prevent deviations in commodity classification and ensures transparency in the testing and certification process.
The implementation roadmap for QCVN 19:2025/BKHCN (as regulated in Article 2 and Article 4 of Circular No. 56/2025/TT-BKHCN) is specifically regulated with important milestones as follows:
- From June 1, 2026: QCVN 19:2025/BKHCN replaces QCVN 19:2019/BKHCN;
- From June 1, 2026, to December 31, 2026: Lamps belonging to HS code 9405.11.99 are not yet mandatory to apply;
- From January 1, 2027: All LED Lighting Products in Appendix A of QCVN 19:2025/BKHCN must meet the requirements of QCVN 19:2025/BKHCN.

4. Impact on Production and Import-Export of LED Lamps
The application of QCVN 19:2025/BKHCN brings practical benefits to many parties:
- For consumers: Ensuring access to safe lighting solutions, minimizing risks of household electronic equipment failure due to wave interference.
- For enterprises: Creating a fair competitive environment, eliminating low-quality cheap products. This is a motivation for enterprises to invest in technology and improve product quality. In particular, harmonizing national standards with international EMC standards is an important “passport” for Vietnamese goods to access strict markets such as the EU, Japan, and the United States.
- For state management: Affirming the creative role in promoting the green transition roadmap and high-tech industrial development. The regulation serves as an effective regulatory tool, leading the lighting industry to sustainable development and deep integration with the international market.

QCVN 19:2025/BKHCN is not only a technical document but also an important technical foundation to reshape the LED lighting market in Vietnam toward safety, quality, and consumer-centricity.
