1. Regulations on Energy Efficiency and Energy Labeling for LED Lights
- Circular No. 36/2016/TT-BCT – Regulations on Energy Labeling for energy-using means and equipment under the management scope of the Ministry of Industry and Trade issued on December 28, 2016;
- Decision No. 04/2017/QD-TTG – List of means and equipment subject to Energy Labeling, application of minimum energy efficiency levels, and implementation roadmap issued by the Prime Minister on March 9, 2017;
- Circular No. 42/2019/TT-BCT – Amending regulations on periodic reporting regimes in Circulars issued by the Minister of Industry and Trade on December 18, 2019;
- Consolidated Document No. 23/VBHN-BCT – Regulations on Energy Labeling for energy-using means and equipment under the management scope of the Ministry of Industry and Trade issued on March 24, 2020;
- Decision No. 14/2023/QD-TTg – List and roadmap of energy-using means and equipment to be phased out and low-efficiency power generating units not allowed for new construction issued by the Prime Minister on May 24, 2023;
- Decision No. 1725/QD-BCT – Regulations on the List of items for energy efficiency inspection and Energy Labeling under the management responsibility of the Ministry of Industry and Trade issued on July 1, 2024.
- TCVN 11843:2017 – National standard on energy efficiency for LED lights.
2. Types of LED Lights Subject to Energy Labeling
According to Decision No. 14/2023/QD-TTg, from April 1, 2025, LED lighting equipment must undergo energy efficiency testing and obtain Energy Labeling in accordance with the TCVN 11843:2017 standard.
TCVN 11843:2017 – “National Standard on LED Lights – Energy Efficiency,” the types of LED lights required to undergo energy efficiency testing and Energy Labeling include:
“This standard specifies the requirements for measuring electrical, optical, and color quantities of LED lights, LED modules, and LED luminaires, operating with AC or DC power supplies, which may be combined with an LED control gear. LED light engines are assimilated with LED modules and treated as LED modules.
The optical and color quantities referred to in this standard include total luminous flux, luminous efficacy, partial luminous flux, luminous intensity distribution, center beam intensity, luminance and luminance distribution, chromaticity coordinates, correlated color temperature (CCT), color rendering index (CRI), and angular color uniformity. This standard does not cover LED packages and OLED-based products (organic LEDs).”

3. Declaration of Energy Labeling for LED Lights
Based on Decision No. 14/2023/QD-TTg and Decision No. 04/2017/QD-TTg, LED lamp products are mandatory to undergo energy efficiency testing and declare Energy Labeling before being placed on the market. Accordingly, the declaration of Energy Labeling for LED lights consists of the following steps:
3.1. Energy Efficiency Testing for LED Lamp Energy Labeling
Test results serve as the basis for Energy Labeling of LED products with the same model (same technical specifications, same origin, and same manufacturing facility, etc.). Consequently, enterprises manufacturing or importing LED lights are responsible for performing energy efficiency testing to complete the Energy Labeling declaration dossier.
Types of LED lights mandatory for energy efficiency testing under TCVN 11843:2017 must ensure laboratory requirements for the following tests: Laboratory and environmental conditions; Electrical testing conditions and electrical equipment; Stabilization before measurement; Photometric and colorimetric equipment.

Note: Enterprises must conduct energy efficiency testing at domestic testing organizations (independent testing organizations or manufacturers’ testing laboratories) or foreign testing organizations (independent testing organizations or manufacturers’ testing laboratories) designated by the Ministry of Industry and Trade.

3.2. Declaration of Energy Labeling for LED Lights at the Ministry of Industry and Trade
3.2.1. Case of New Registration
Step 1: Prepare the registration dossier
Before bringing LED lamp products and equipment to market, enterprises manufacturing or importing such means and equipment must prepare 01 set of Energy Labeling registration dossiers and submit them to the Ministry of Industry and Trade.
Based on Clause 2, Article 5 of Circular No. 36/2016/TT-BCT regulating the registration of Energy Labeling, the LED lamp Energy Labeling registration dossier includes:
a) A declaration form for Energy Labeling of LED lights, clearly stating whether the enterprise is registering for a comparative label or a confirmation label according to the template in Appendix 1, Circular 36/2016/TT-BCT;
b) Test results issued by a testing organization for the specific product model;
c) The expected Energy Labeling sample.
Note:
- In cases where the LED lamp Energy Labeling testing is performed by a foreign testing organization, the enterprise needs to provide additional documentation proving that the foreign laboratory has met all requirements.
- In case the dossiers and documents are in a foreign language, they must be translated into Vietnamese and notarized.
Step 2: Registration
Enterprises registering for LED lamp Energy Labeling may choose to submit the dossier online via the Ministry of Industry and Trade’s electronic information portal (https://dichvucong.moit.gov.vn/) or send the dossier directly or via post to the Department of Green Transformation Innovation and Industrial Promotion, Ministry of Industry and Trade.
Step 3: Affixing the Energy Labeling for LED Lights
After submitting the Energy Labeling registration dossier to the Ministry of Industry and Trade, the enterprise may voluntarily perform the affixing of the Energy Labeling consistent with the information in the Registered Product Energy Labeling Declaration Form. The enterprise must be responsible for the accuracy and truthfulness of the information declared in the LED lamp Energy Labeling Declaration Form and the information displayed on the energy label.
3.2.2. Case of Re-registration of LED Lamp Energy Labeling
Enterprises must re-register for Energy Labeling when falling into one of the following cases:
- The evaluation standards change;
- Products or equipment that have been registered for Energy Labeling undergo changes in energy consumption levels.
