1. Regulations on energy efficiency and energy labeling
- Circular No. 36/2016/TT-BCT – Regulating energy labeling for energy-using vehicles and equipment under the management of the Ministry of Industry and Trade, issued on December 28, 2016;
- Decision No. 04/2017/QĐ-TTg – List of vehicles and equipment subject to mandatory energy labeling, applicable to minimum energy efficiency levels and the implementation roadmap issued by the Prime Minister on March 9, 2017;
- Circular No. 42/2019/TT-BCT – Amending regulations on periodic reporting regimes in Circulars issued by the Minister of Industry and Trade on December 18, 2019;
- Consolidated Document No. 23/VBHN-BCT – Regulating Energy Labeling for energy-using vehicles and equipment under the management of the Ministry of Industry and Trade, issued on March 24, 2020;

2. Types of infrared hobs subject to mandatory energy labeling
According to Decision No. 14/2023/QĐ-TTg, from April 1, 2025, infrared hobs must undergo energy efficiency testing and Energy Labeling for Infrared Hobs in Vietnam according to the following standard:
TCVN 13373:2021 – regarding Infrared Hobs – Energy Efficiency
This standard specifies minimum energy performance standards (MEPS) and methods for determining energy consumption for infrared hobs.
Note: This standard applies to infrared hobs integrated with other types of cooking zones, such as induction zones.

3. Procedures for the declaration of Energy Labeling for Infrared Hobs in Vietnam
Based on Decision No. 14/2023/QĐ-TTg and Decision No. 04/2017/QĐ-TTg, infrared hobs are mandatory to undergo energy efficiency testing and energy labeling declaration before putting products on the market. Accordingly, the energy labeling declaration consists of the following steps:
3.1. Energy efficiency testing for Energy Labeling for Infrared Hobs in Vietnam
Test results are the basis for energy labeling for products of the same model (same technical specifications, same origin, and same manufacturing facility). Accordingly, enterprises manufacturing and importing infrared hobs are responsible for testing energy efficiency to complete the energy labeling declaration dossier.
Types of infrared hobs are mandatory to undergo energy efficiency testing according to TCVN 13373:2021, whereby this equipment must meet energy efficiency requirements. Specifically, the energy consumption of the hob, Ehob, must be less than or equal to 210 Wh. Test results must, at a minimum, include the information specified in Appendix E of TCVN 12218-2:2018 (IEC 60350-2:2017).
Note: Enterprises must test energy efficiency at domestic testing organizations (independent testing organizations or manufacturer’s laboratories) or foreign testing organizations (independent testing organizations or manufacturer’s laboratories) designated by the Ministry of Industry and Trade.

3.2. Declaration of Energy Labeling for Infrared Hobs in Vietnam at the Ministry of Industry and Trade
3.2.1. Case of new registration
Step 1: Prepare the registration dossier
Before putting infrared hobs on the market, the enterprise manufacturing or importing those products and equipment must prepare one (01) set of energy labeling registration dossier and send it to the Ministry of Industry and Trade.
Based on Clause 2, Article 5 of Circular No. 36/2016/TT-BCT regarding energy labeling registration, the registration dossier for Energy Labeling for Infrared Hobs in Vietnam includes:
a) Declaration form for Energy Labeling for Infrared Hobs in Vietnam, clearly stating whether the enterprise is registering for a comparative label or an endorsement label according to the form in Appendix 1, Circular No. 36/2016/TT-BCT;
b) Test report issued by a testing organization for the product model;
c) Expected energy label sample.
Note:
- In cases where energy labeling testing is performed by a foreign testing organization, the enterprise needs to provide additional documents proving that the foreign laboratory meets all requirements.
- In cases where dossiers and documents are in a foreign language, they must be translated into Vietnamese and notarized.
Step 2: Registration
Enterprises registering for Energy Labeling for Infrared Hobs in Vietnam may choose to submit the dossier online via the Ministry of Industry and Trade’s website (https://dichvucong.moit.gov.vn/) or send the dossier directly or by mail to the Department of Innovation, Green Transformation and Industrial Promotion, Ministry of Industry and Trade.
Step 3: After registration
After submitting the energy labeling registration dossier to the Ministry of Industry and Trade, the enterprise may proceed to apply the energy label consistent with the information in the registered Energy Labeling Declaration. The enterprise must be responsible for the accuracy and honesty of the information declared in the Energy Labeling Declaration and the information displayed on the energy label.
3.2.2. Case of re-registration for energy labeling
Enterprises must re-register for Energy Labeling for Infrared Hobs in Vietnam when falling into one of the following cases:
– The evaluation standards change;
– The product or equipment already registered for energy labeling has changes in energy consumption levels.
The content and procedures for re-registration are as specified in Step 1 to Step 3 of the new registration case.
