1. Scope of Application
Based on Decision No. 14/2023/QĐ-TTg, Appendix I specifies the energy efficiency testing standard for computer monitors:
- TCVN 9508:2012 Regarding Computer Monitors – Energy Efficiency (effective from July 15, 2023)
An excerpt from Section 1 (Scope of application) of TCVN 9508:2012 provides: “This standard applies to computer monitors (hereinafter called monitors) comprising a display screen and associated electronic circuitry, usually installed in a single housing, capable of displaying visual information from a computer via one or more inputs, e.g., VGA and DVI.”
Accordingly, this standard does not apply to the following monitor types: High-performance monitors; Specialized monitors and certain other monitors with special functions. This standard specifies the minimum Energy Efficiency value and the method for determination of power consumption of computer monitors, forming the basis for Energy Efficiency Testing for Computer Monitors in Vietnam.
2. Terms and Definitions
This standard uses the terms and definitions stated in IEC 62301:2011 and the terms below:
- On Mode: The monitor is connected to the power supply and is actively displaying an image.
- Sleep/Standby Mode: A reduced power state of the monitor entered after receiving an instruction from the computer or through other functions. The monitor will return to on mode upon receiving a request from the computer/user (e.g., the user moves the mouse or presses a key on the keyboard).
- Off Mode: a state of power cut via the power switch while remaining plugged into the mains.
- Minimum Energy Performance Standard (MEPS): The specified maximum power consumption of the monitor to create the power cut state.

Upon receiving the Energy Efficiency Test Report for Computer Monitors, the enterprise will submit this report along with the complete energy labeling registration dossier to the Ministry of Industry and Trade to execute the declaration of energy labeling. Once this declaration procedure is finalized, the enterprise is authorized to self-implement its energy labeling, ensuring it aligns perfectly with the information in the official Form of Declaration of Energy Labeling.
