1. Legal Framework for Efficiency and AC Energy Labeling
- Circular No. 36/2016/TT-BCT – Statutory regulations on energy labeling for equipment managed by the Ministry of Industry and Trade (MOIT), issued Dec 28, 2016;
- Decision No. 04/2017/QĐ-TTG – The Prime Minister’s roadmap (Mar 9, 2017) for mandatory energy labeling and minimum AC Energy Efficiency thresholds;
- Circular No. 42/2019/TT-BCT – Updates to periodic reporting requirements issued by the Ministry of Industry and Trade (Dec 18, 2019);
- Consolidated Document No. 23/VBHN-BCT – Unified regulations for energy labeling under MOIT jurisdiction, issued Mar 24, 2020;
- Decision No. 14/2023/QĐ-TTg – The Prime Minister’s phase-out mandate (May 24, 2023) for low-efficiency equipment and outdated power units;
- Decision No. 1725/QĐ-BCT – Updated list of commodities subject to energy efficiency inspection under MOIT management, issued Jul 1, 2024.
- TCVN 7830:2021 – National technical standard governing the energy efficiency of non-ducted air conditioning units;
2. Scope of Equipment Mandated for Energy Labeling
Per Decision No. 14/2023/QĐ-TTg, effective April 1, 2025, all non-ducted air conditioners must undergo AC Energy Efficiency testing verified against TCVN 7830:2021 (superseding TCVN 7830:2015). Furthermore, these units must finalize AC Energy Labeling as required by Decision No. 04/2017/QĐ-TTG to ensure Technical regulation Compliance.
TCVN 7830:2021 – “National Standard for Non-ducted Air Conditioners – Energy Efficiency” defines the specific systems requiring testing and AC Energy Labeling as follows:
“Non-ducted air conditioners utilizing hermetic motor-compressors and air-cooled condensers, whether unitary or split-system, with or without inverter technology, featuring a rated cooling capacity up to 12,000W (41,000 BTU/h)”
Note: The TCVN 7830:2021 standard excludes water-cooled systems, Ducted Air Conditioner models, portable units, floor-standing or ceiling-cassette types, multi-split systems (more than two units), and equipment powered by three-phase electrical supplies.

3. AC Energy Labeling Declaration
Based on Decision No. 14/2023/QĐ-TTg and Decision No. 04/2017/QĐ-TTg, air conditioners are mandatory to undergo AC Energy Efficiency testing and AC Energy Labeling declaration before bringing products to market. The AC Energy Labeling declaration consists of the following steps:
3.1. Energy Efficiency testing for AC Energy Labeling
Test results serve as the basis for AC Energy Labeling for products of the same model (same technical specifications, same origin, and same manufacturing facility…). Accordingly, enterprises manufacturing or performing AC Import of air conditioners are responsible for testing energy efficiency to complete the AC Energy Labeling declaration dossier.
Air conditioner types that are mandatory to undergo AC Energy Efficiency testing according to TCVN 7830:2021 must ensure the following technical requirements:
- Requirements for cooling capacity: The actual cooling capacity must be greater than or equal to 95 % of the rated cooling capacity declared by the manufacturer.
- Requirements for energy efficiency for Ducted Air Conditioner units: The energy efficiency of the equipment is divided into 5 levels. Corresponding to energy efficiency levels from 1 to 5, the energy efficiency must not be less than the values specified in TCVN 7830:2021.

Note: Enterprises must conduct energy efficiency testing at domestic Testing laboratories (independent testing organizations or manufacturer’s testing laboratories) or foreign testing organizations (independent testing organizations or manufacturer’s testing laboratories) designated by the Ministry of Industry and Trade.

3.2. AC Energy Labeling Declaration at the Ministry of Industry and Trade
3.2.1. Case of New Registration
Step 1: Preparing the registration dossier
Before bringing air conditioning products and equipment to the market, enterprises manufacturing or performing AC Import of those means and equipment must prepare one set of AC Energy Labeling registration documents and send them to the Ministry of Industry and Trade.
Based on Clause 2, Article 5 of Circular No. 36/2016/TT-BCT regulating energy labeling registration, the AC Energy Labeling registration dossier includes:
a) AC Energy Labeling Declaration Form, specifying whether the enterprise registers for a comparative label or an endorsement label according to the form in Appendix 1, Circular No. 36/2016/TT-BCT;
b) Test results issued by the testing organization for the product model;
c) Expected energy label sample.
Note:
- In cases where the AC Energy Labeling testing is performed by a foreign testing organization, the enterprise needs to provide additional documents proving that the foreign testing laboratory meets the required conditions.
- In cases where dossiers and documents are in a foreign language, they must be translated into Vietnamese and notarized.
Step 2: Registration
Enterprises registering for AC Energy Labeling can choose the form of submitting the dossier via the internet at the Website of the Ministry of Industry and Trade (https://dichvucong.moit.gov.vn/) or send the dossier directly or via post to the Agency for Innovation, Green Transformation and Industry Promotion, Ministry of Industry and Trade.
Step 3: Affixing the AC Energy Labeling
After submitting the energy labeling registration dossier to the Ministry of Industry and Trade, enterprises are allowed to self-affix energy labels consistent with the information in the energy labeling Declaration Form for the registered products. Enterprises must take responsibility for the accuracy and truthfulness of the information published in the AC Energy Labeling Declaration Form and the information displayed on the energy label.

3.2.2. Case of AC Energy Labeling re-registration
Enterprises must re-register for energy labeling when falling into one of the following cases:
- The evaluation standards change;
- Products or equipment already registered for energy labeling have changes in energy consumption levels.
