Photobiological Safety Test Report for LED Lamps

Phuc Gia Laboratory – VILAS 1212 will directly conduct Photobiological Safety Testing in Hanoi according to IEC 62471/IEC 62778 – National Technical Regulation on Photobiological Safety of Lamps and Lamp Systems.

1. Current Legal Regulations:

Circular 08/2019/TT-BKHCN: Circular promulgating the “National Technical Regulation on LED Lighting Products” issued on September 25, 2019 (This Circular took effect from December 31, 2019);
QCVN 19:2019/BKHCN: National Technical Regulation on LED Lighting Products (QCVN 19:2019/BKHCN issued together with Circular 08/2019/TT-BKHCN);
Decision 1383/QD-BKHCN: Decision correcting the National Technical Regulation QCVN 19:2019/BKHCN on LED lighting products.

2. Requirements for Photobiological Safety Criteria According to QCVN 19:2019/BKHCN

Section 2.1.4 of QCVN 19:2019/BKHCN stipulates:

“2.1.4. LED lighting products listed in the Appendix of this Technical Regulation must fall into the Exempt Group (no photobiological hazard) or Risk Group 1 (no photobiological hazard under normal use) when tested, assessed, and classified according to IEC 62471:2006 Photobiological safety of lamps and lamp systems.”

=> Accordingly, LED lighting products must be assessed and classified as either the Exempt Group or Risk Group 1 to be permitted for circulation in the Vietnamese market.

3. Effective Date: January 01, 2022
