Energy Labeling Declaration for Washing Machines

Enterprises importing, manufacturing, and trading household washing machine equipment have the responsibility to perform energy efficiency testing and make an Energy Labeling Declaration for Washing Machines before launching products on the market. 1. Regulations on Energy Efficiency and Energy Labeling for Washing Machines

  • Circular No. 36/2016/TT-BCT – Prescribing energy labeling for energy-using means and equipment under the management of the Ministry of Industry and Trade (MOIT) issued on December 28, 2016;
  • Decision No. 04/2017/QĐ-TTG – The list of means and equipment subject to energy labeling, application of the minimum energy performance standard, and the implementation roadmap issued by the Prime Minister on March 9, 2017;
  • Circular No. 42/2019/TT-BCT – Amending regulations on periodic reporting regimes in Circulars issued by the Minister of the Ministry of Industry and Trade (MOIT) dated December 18, 2019;
  • Consolidated Document No. 23/VBHN-BCT – Prescribing energy labeling for energy-using means and equipment under the management of the Ministry of Industry and Trade (MOIT) issued on March 24, 2020;
  • Decision No. 14/2023/QĐ-TTG – The list and roadmap of energy-using means and equipment to be discarded and low-efficiency power generating units not to be newly built issued by the Prime Minister on May 24, 2023;
  • Decision No. 1725/QĐ-BCT – Prescribing the list of items for energy efficiency inspection and energy labeling under the management responsibility of the Ministry of Industry and Trade (MOIT) issued on July 1, 2024.
  • TCVN 8526:2013 – National standard on energy efficiency for washing machines.

2. Types of Washing Machines Subject to Energy Labeling

According to Decision No. 14/2023/QĐ-TTg, from April 1, 2025, household washing machine products must perform energy efficiency testing and energy labeling according to the TCVN 8526:2013 standard (replacing TCVN 8526:2010).

TCVN 8526:2013 – “National Standard for Household Washing Machines – Energy Efficiency,” the types of household washing machines that must undergo energy efficiency testing and energy labeling include:

“Household washing machines and similar purposes, with or without heating devices, using cold and/or hot water sources, with a rated capacity from 2 kg to 15 kg”

Note: TCVN 8526:2013 does not apply to washing machines with separate washing and spinning tubs.

3. Energy Labeling Declaration for Washing Machines

Based on Decision No. 14/2023/QĐ-TTg and Decision No. 04/2017/QĐ-TTg, household washing machines are mandatory to undergo energy efficiency testing and an Energy Labeling Declaration for Washing Machines before launching the products on the market. Accordingly, the Energy Labeling Declaration for Washing Machines consists of the following steps:

3.1. Energy Efficiency Testing for the Energy Labeling Declaration for Washing Machines

Test reports serve as the basis for the energy labeling of household washing machines for products of the same model (same technical specifications, same origin, and same manufacturing facility, etc.). Accordingly, enterprises manufacturing or importing household washing machines have the responsibility to perform energy efficiency testing to complete the Energy Labeling Declaration for Washing Machines dossier.

Types of household washing machines mandatory for energy efficiency testing according to TCVN 8526:2013 must ensure the following energy efficiency requirements:

  • Minimum Energy Performance Standard (MEPS): The minimum energy performance level of vertical-axis washing machines determined according to Clause 5 of this standard must not exceed 23.0 Wh/kg. The minimum energy performance level of horizontal-axis washing machines determined according to Clause 5 of this standard must not exceed 90.0 Wh/kg.
  • Energy efficiency grades for vertical-axis washing machines are specified in Table 1. Grade 1 is the lowest energy efficiency grade, and Grade 5 is the highest energy efficiency grade.

  • Energy efficiency grades for horizontal-axis washing machines are specified in Table 2. Grade 1 is the lowest energy efficiency grade, and Grade 5 is the highest energy efficiency grade.

Note: Enterprises must perform energy efficiency testing at domestic testing organizations (independent testing organizations or manufacturer’s testing laboratories); or foreign testing organizations (independent testing organizations or manufacturer’s testing laboratories) designated by the Ministry of Industry and Trade (MOIT).

3.2. Energy Labeling Declaration for Washing Machines at the Ministry of Industry and Trade

3.2.1. In case of new registration

Step 1: Prepare the registration dossier

Before launching household washing machine products or equipment on the market, the enterprise manufacturing or importing those means or equipment must prepare 01 set of energy labeling registration dossiers and send it to the Ministry of Industry and Trade (MOIT).

Based on Clause 2, Article 5 of Circular 36/2016/TT-BCT prescribing energy labeling registration, the dossier for Energy Labeling Declaration for Washing Machines includes:

a) The Energy Labeling Declaration for Washing Machines form, clearly stating whether the enterprise is registering for a comparative label or a confirmation label according to the template in Appendix 1, Circular 36/2016/TT-BCT;

b) Test results issued by a testing organization for the product model;

c) The expected energy label sample.

Note:

  • In case the testing for the Energy Labeling Declaration for Washing Machines is performed by a foreign testing organization, the enterprise must supplement documents proving that the foreign laboratory has fully met the conditions.
  • In case dossiers or documents are in a foreign language, they must be translated into Vietnamese and notarized.

Step 2: Registration

Enterprises registering for the Energy Labeling Declaration for Washing Machines may choose the form of submitting the dossier via the internet at the Website of the Ministry of Industry and Trade (https://dichvucong.moit.gov.vn/) or submitting the dossier directly or by post to the Agency for Innovation, Green Transformation and Industrial Promotion, Ministry of Industry and Trade (MOIT).

Step 3: Affixing the Energy Label for Washing Machines

After submitting the energy labeling registration dossier to the Ministry of Industry and Trade (MOIT), the enterprise is allowed to perform the energy labeling by itself in accordance with the information in the Energy Labeling Declaration for Washing Machines form for the registered product. The enterprise must be responsible for the accuracy and truthfulness of the information declared in the Energy Labeling Declaration for Washing Machines and the information displayed on the energy label.

3.2.2. Case of Re-registration for Energy Labeling Declaration for Washing Machines

Enterprises must re-register for the energy labeling when falling into one of the following cases:

  • Evaluation standards change;
  • Products or equipment that have been registered for energy labeling have changes in energy consumption levels.
