1. Regulations on Energy Efficiency and Energy Labeling
- Circular No. 36/2016/TT-BCT – Regulations on Energy Labeling for energy-using means and equipment under the management scope of the Ministry of Industry and Trade issued on December 28, 2016;
- Decision No. 04/2017/QD-TTG – List of means and equipment subject to Energy Labeling, application of minimum energy efficiency levels, and implementation roadmap issued by the Prime Minister on March 9, 2017;
- Circular No. 42/2019/TT-BCT – Amending regulations on periodic reporting regimes in Circulars issued by the Minister of Industry and Trade on December 18, 2019;
- Consolidated Document No. 23/VBHN-BCT – Regulations on Energy Labeling for energy-using means and equipment under the management scope of the Ministry of Industry and Trade issued on March 24, 2020;
- Decision No. 14/2023/QD-TTg – List and roadmap of energy-using means and equipment to be phased out and low-efficiency power generating units not allowed for new construction issued by the Prime Minister on May 24, 2023;
- Decision No. 1725/QD-BCT – Regulations on the List of items for energy efficiency inspection and Energy Labeling under the management responsibility of the Ministry of Industry and Trade issued on July 1, 2024;
- TCVN 12666:2019 – National standard on energy efficiency for LED luminaires for road and street lighting.
2. Types of LED Street Lights Subject to Energy Labeling
According to Decision No. 14/2023/QĐ-TTg, from April 1, 2025, LED street lights must perform energy efficiency testing and Energy Labeling according to the standard:
- TCVN 12666:2019 – on LED luminaires for road and street lighting – Energy efficiency
This standard stipulates energy efficiency levels for LED luminaires for road and street lighting with a power greater than or equal to 20 W, including those with separate control gear.

3. Declaration of Energy Labeling for LED Street Lights
Based on Decision No. 14/2023/QD-TTg and Decision No. 04/2017/QD-TTg, LED street lights are mandatory to undergo energy efficiency testing and Energy Labeling declaration before bringing the products to market. Accordingly, the Energy Labeling declaration consists of the following steps:
3.1. Energy Efficiency Testing for Energy Labeling of LED Street Lights
Testing results serve as the basis for Energy Labeling of products of the same model (same technical specifications, same origin, and same manufacturing facility). Accordingly, enterprises manufacturing and importing LED street lights are responsible for performing energy efficiency testing to complete the Energy Labeling declaration dossier.
Types of LED luminaires for road and street lighting must undergo mandatory energy efficiency testing according to TCVN 12666:2019. Accordingly, this equipment must be evaluated based on parameters of Power, Initial Luminous Flux, Lifespan, Color Rendering Index (CRI), Luminous Flux Maintenance Factor, Luminous Distribution, and Energy Efficiency.
Note: Enterprises must perform energy efficiency testing at domestic testing organizations (independent testing organizations or manufacturer’s laboratories) or foreign testing organizations (independent testing organizations or manufacturer’s laboratories) designated by the Ministry of Industry and Trade.
Phuc Gia Laboratory Corporation is designated by the Ministry of Industry and Trade as an Energy Efficiency Testing Laboratory serving the National Energy Labeling Program under the state management responsibility of the Ministry of Industry and Trade (MOIT) for household and office electrical-electronic equipment (including LED luminaires for road and street lighting).
3.2. Declaration of Energy Labeling for LED Street Lights at the Ministry of Industry and Trade
3.2.1 Case of New Registration
Step 1: Prepare the registration dossier
Before bringing LED street lights to market, the enterprise manufacturing or importing such products and equipment must prepare 01 set of Energy Labeling registration dossier and send it to the Ministry of Industry and Trade.
Based on Clause 2, Article 5 of Circular 36/2016/TT-BCT regulating energy labeling registration, the registration dossier for Energy Labeling of LED street lights includes:
a) An Energy Labeling declaration form for LED street lights, clearly stating whether the enterprise is registering for a comparative label or an endorsement label according to the form in Appendix 1, Circular 36/2016/TT-BCT;
b) Testing results issued by a testing organization for the product model;
c) The expected energy label sample.
Note: In cases where Energy Labeling testing for LED street lights is performed by a foreign testing organization, the enterprise must supplement documents proving that the foreign laboratory has met all requirements.
In cases where dossiers or documents are in a foreign language, they must be translated into Vietnamese and notarized.
Step 2: Registration
Enterprises registering for Energy Labeling for LED street lights may choose to submit the dossier online via the Ministry of Industry and Trade’s web portal (https://dichvucong.moit.gov.vn/) or send the dossier directly or via post to the Agency for Innovation, Green Transformation, and Industrial Promotion, Ministry of Industry and Trade.
Step 3: After Registration
After submitting the Energy Labeling registration dossier to the Ministry of Industry and Trade, the enterprise is allowed to perform the labeling in accordance with the information in the registered Energy Labeling Declaration. The enterprise must be responsible for the accuracy and honesty of the information declared in the LED street light Energy Labeling declaration and the information displayed on the energy label.

3.2.2 Case of Energy Labeling Re-registration
Enterprises must perform Energy Labeling re-registration for LED street lights when falling into one of the following cases:
– The evaluation standards change;
– Products or equipment that have been registered for Energy Labeling have changes in energy consumption levels.
