1. Regulations on Energy Efficiency and Electric Rice Cooker Energy Labeling
- Circular No. 36/2016/TT-BCT – Regulations on energy labeling for energy-using vehicles and equipment under the management scope of the Ministry of Industry and Trade issued on December 28, 2016;
- Decision No. 04/2017/QĐ-TTG – List of vehicles and equipment subject to energy labeling, applicable with minimum energy performance levels and the implementation roadmap issued by the Prime Minister on March 9, 2017;
- Circular No. 42/2019/TT-BCT – Amending regulations on periodic reporting regimes in Circulars issued by the Minister of Industry and Trade on December 18, 2019;
- Consolidated Document No. 23/VBHN-BCT – Regulations on energy labels for energy-using vehicles and equipment under the management scope of the Ministry of Industry and Trade issued on March 24, 2020;
- Decision No. 14/2023/QĐ-TTg – List and roadmap of energy-using vehicles and equipment to be discarded and low-efficiency power generating units not to be newly built issued by the Prime Minister on May 24, 2023;
- Decision No. 1725/QĐ-BCT – Regulations on the List of items for energy efficiency inspection and energy labeling under the management responsibility of the Ministry of Industry and Trade issued on July 1, 2024.
- TCVN 8252:2015 – National standard on energy efficiency for rice cookers.
2. Types of rice cookers subject to energy labeling
According to Decision No. 14/2023/QĐ-TTg, from April 1, 2025, rice cooker products must perform energy efficiency testing and Rice Cooker Energy Labeling according to standard TCVN 8252:2015 (replacing TCVN 8252:2009).
TCVN 8252:2015 – “National Standard for rice cookers – Energy Efficiency”, types of rice cookers that must undergo energy efficiency testing and Rice Cooker Energy Labeling include:
“Common rice cookers used in households and similar purposes, with a nominal power up to and equal to 2,000 W. This standard applies to rice cookers using resistance or induction heating methods, operating at normal atmospheric pressure.”
Note: TCVN 8252:2015 stipulates the energy efficiency levels of rice cookers and the method for determining energy efficiency.

3. Rice Cooker Energy Labeling Declaration
Based on Decision No. 14/2023/QĐ-TTg and Decision No. 04/2017/QĐ-TTg, rice cookers are mandatory to undergo energy efficiency testing and an energy labeling declaration before bringing the products to the market. Accordingly, the Rice Cooker Energy Labeling declaration consists of the following steps:
3.1. Energy efficiency testing for Rice Cooker Energy Labeling
Test results are the basis for Rice Cooker Energy Labeling for products with the same model (same technical specifications, same origin, and same manufacturing facility…). Accordingly, enterprises manufacturing and importing rice cookers are responsible for testing energy efficiency to complete the energy labeling declaration dossier.
Types of rice cookers mandatory for energy efficiency testing according to TCVN 8252:2015 must ensure the following technical requirements:
- Safety requirements: Rice cookers must ensure safety according to TCVN 5699-2-15 (IEC 60335-2-15).
- Power requirements: The measured average power value of 4 test runs must not deviate from the nominal power by more than ± 5 %.
- Energy efficiency requirements: The energy efficiency of the rice cooker is measured according to the conditions specified in Article 5. Energy efficiency is divided into five levels, see Table 1. Level 5 is the level with the highest energy efficiency.

Note: Enterprises must perform energy efficiency testing at domestic testing organizations (independent testing organizations or manufacturer’s testing laboratories); or foreign testing organizations (independent testing organizations or manufacturer’s testing laboratories) designated by the Ministry of Industry and Trade.

3.2. Rice Cooker Energy Labeling declaration at the Ministry of Industry and Trade
3.2.1. Case of new registration
Step 1: Preparing the registration dossier
Before bringing rice cooker products and equipment to the market, the enterprise manufacturing or importing those vehicles and equipment must prepare 01 set of energy labeling registration dossiers and send it to the Ministry of Industry and Trade.
Based on Clause 2, Article 5 of Circular No. 36/2016/TT-BCT prescribing energy labeling registration, the Rice Cooker Energy Labeling registration dossier includes:
a) Rice Cooker Energy Labeling declaration form, clearly stating whether the enterprise is registering for a comparative label or a confirmation label according to the form in Appendix 1, Circular 36/2016/TT-BCT;
b) Test results issued by the testing organization for the product model;
c) Sample of the intended energy label.
Note:
- In cases where the Rice Cooker Energy Labeling testing is performed by a foreign testing organization, the enterprise needs to provide additional documents proving that the foreign laboratory has met all conditions.
- In cases where dossiers and documents are in foreign languages, they must be translated into Vietnamese and notarized.
Step 2: Registration
Enterprises registering for Rice Cooker Energy Labeling may choose to submit dossiers via the internet at the Ministry of Industry and Trade’s website (https://dichvucong.moit.gov.vn/) or send dossiers directly or by mail to the Department of Innovation, Green Transformation, and Industrial Promotion, Ministry of Industry and Trade.
Step 3: Rice Cooker Energy Labeling
After submitting the energy labeling registration dossier to the Ministry of Industry and Trade, the enterprise is allowed to perform the energy labeling itself in accordance with the information in the Energy Labeling Declaration for the registered product. The enterprise must be responsible for the accuracy and truthfulness of the information declared in the Rice Cooker Energy Labeling Declaration and the information displayed on the energy label.
3.2.2. Case of re-registration for Rice Cooker Energy Labeling
Enterprises must re-register for energy labeling when belonging to one of the following cases:

The assessment standard changes;

The products or equipment already registered for energy labeling have changes in energy consumption levels.
