I. Status of using surface-mounted fixed LED lights in Vietnam

In Vietnam, surface-mounted fixed LED lights are widely used in civil works, offices, shops, and public areas. Products designed for surface mounting make maintenance, replacement, and lighting adjustment more convenient, while minimizing risks related to installation in completed works.

However, as these are devices directly connected to the power source and used daily, surface-mounted fixed LED lights also harbor potential risks regarding electrical safety and electromagnetic compatibility if not controlled according to regulations. Therefore, manufacturing and importing enterprises must comply with Surface Fixed LED Lights Testing according to QCVN 19:2019/BKHCN, ensuring products are safe for users, of stable quality, and fully comply with management requirements before being brought to market.

II. Guidance on Surface Fixed LED Lights Testing in Vietnam According to QCVN 19:2019/BKHCN

1. Scope of Application

Surface-mounted fixed LED lights must undergo testing and conformity certification according to QCVN 19:2019/BKHCN when meeting the following 2 conditions:

(1) Based on Decision No. 367/QD-BKHCN in 2024 amending the LED lighting product group in Decision 2711/QD-BKHCN, which stipulates that fixed LED lights (including both surface-mounted and recessed-mounted fixed lights) must undergo Surface Fixed LED Lights Testing and conformity certification according to QCVN 19:2019/BKHCN when belonging to one of the following three HS codes: 9405.11.91/ 9405.11.99/ 9405.21.90.

(2) Not belonging to the cases specified in Clause 1, QCVN 19:2019/BKHCN:

  • LED lighting equipment on means of transport as specified in QCVN 35:2017/BGTVT;
  • Lighting equipment in lighting works as specified in QCVN 07-7:2016/BXD;
  • Lighting equipment in outdoor advertising media as specified in QCVN 17:2018/BXD.

2. Technical requirements for surface-mounted fixed LED lights

QCVN 19:2019/BKHCN specifies technical requirements for Electrical Safety (ES); Electromagnetic Interference (EMI); Electromagnetic Immunity (EMS), and Photobiological Safety (PBS). Accordingly, Surface Fixed LED Lights Testing must perform tests according to the following standards:

Note: This standard specifies general requirements for luminaires incorporating electric light sources for operation from supply voltages up to 1000 V.

Strict compliance with technical requirements and conducting tests according to the above standards is a mandatory requirement for manufacturing and importing enterprises of surface-mounted fixed LED lights to circulate products on the market.

3. When is it mandatory for enterprises to test according to QCVN 19:2019/BKHCN?

Based on Article 3 (Management requirements), Circular No. 08/2019/TT-BKHCN, “LED lighting products in the Appendix of this Technical Regulation must have a declaration of conformity in accordance with technical regulations, be affixed with the conformity mark (CR mark), and be labeled before circulating on the market.”

Accordingly, enterprises are mandatory to perform Surface Fixed LED Lights Testing according to QCVN 19:2019/BKHCN when they want to bring products into circulation on the market. The application includes 2 stages as follows:

  • Stage 1: From January 1, 2021, LED lights must meet requirements for safety and electromagnetic interference limits (EMI, ES)
  • Stage 2: From January 1, 2023, LED lights must additionally meet requirements for photobiological safety and electromagnetic immunity (EMI, ES)

Testing to serve the declaration of conformity and conformity certification for LED lights must be performed by testing organizations designated according to the provisions of Decree No. 107/2016/ND-CP, Decree No. 154/2018/ND-CP, or recognized according to the provisions of Circular No. 27/2007/TT-BKHCN (the testing scope of the testing organization must meet the requirements specified in this Technical Regulation).

5. Where to perform Surface Fixed LED Lights Testing according to QCVN 19:2019/BKHCN?

5.1. Regulations on qualified Testing – Certification Units

The testing and conformity certification for Electrical Safety and Electromagnetic Compatibility for LED lighting products (Surface-mounted fixed LED lights, LED Bulbs, LED Tubes, LED Street Lighting Luminaires, LED Floodlights, etc.) according to QCVN 19:2019/BKHCN must be performed by testing organizations Designated or Recognized by Ministries, Departments, and Agencies.

Circular No. 06/2020/TT-BKHCN, guiding and implementing measures for Decree No. 132/2008/ND-CP, Decree No. 74/2018/ND-CP, Decree No. 154/2018/ND-CP, and Decree No. 119/2017/ND-CP, stipulates:

Certification, inspection, and testing organizations performing certification, inspection, and testing activities for Group 2 products and goods are certification, inspection, or testing organizations that have been registered or recognized according to the provisions of law, or certification, inspection, or testing organizations designated according to the provisions in Decree No. 132/2008/ND-CP, as amended and supplemented in Decree No. 74/2018/ND-CP and Decree No. 154/2018/ND-CP.

5.2. Phuc Gia® – Prestigious Testing – Certification Organization in Vietnam

Phuc Gia Laboratory Corporation has been designated by the Ministry of Science and Technology as an organization performing testing in the electrical – electronics field, including technical indicators for electrical safety and electromagnetic compatibility (EMC) for LED lighting products in accordance with the national technical regulation QCVN 19:2019/BKHCN under Decision No. 2899/QD-BKHCN.

  • Photobiological Safety: Lamps and lamp systems;
  • Electromagnetic Compatibility (EMC) for household and similar electrical and electronic equipment products using 1-phase input power, rated input current limit ≤ 32A.
  • Electromagnetic Interference (EMI): LED lamps/ Self-ballasted lamps and lighting equipment;
  • Electromagnetic Immunity (EMS): General lighting equipment.

Regulations of the Ministry of Science and Technology:

Decision No. 367/QD-BKHCN – On the Amendment and Supplement of the LED Lighting Product Group in Decision No. 2711/QD-BKHCN issued on December 30, 2024.

Decision No. 2711/QD-BKHCN – LED Lamps Regarding the Announcement of Group 2 Products and Goods under the Management Responsibility of the Ministry of Science and Technology issued on December 30, 2022.

Decision No. 1383/QD-BKHCN – Correcting National Technical Regulation QCVN 19:2019/BKHCN on LED lighting products issued by the Ministry of Science and Technology on May 22, 2020.

Regulations of the Ministry of Industry and Trade:

In addition to Surface Fixed LED Lights Testing for electrical safety (ES) and electromagnetic compatibility (EMC) according to QCVN 19:2019/BKHCN, enterprises manufacturing and importing LED lamp equipment must comply with energy efficiency requirements according to TCVN 11844:2017. Furthermore, enterprises need to regularly update the following legal documents:

Decision No. 14/2023/QD-TTg – List and Roadmap of Energy-Using Equipment to be Discarded issued by the Prime Minister on May 24, 2023.

Decision No. 1182/QD-BCT – Issuing the list of imported goods (with HS codes) subject to specialized inspection under the management responsibility of the Ministry of Industry and Trade issued on April 6, 2021.

Decision No. 4889/QD-BCT – Announcing Technical Standards and Issuing Instructions for Performance Declaration and Energy Labeling Applied to the Energy Labeling Program for LED Lighting Products issued by the Ministry of Industry and Trade on December 27, 2018.

Circular No. 36/2016/TT-BCT – Regulation on Energy Labeling issued by the Ministry of Industry and Trade on December 28, 2016.

When importing surface-mounted fixed LED lights, enterprises must not only comply with mandatory technical regulations such as quality, performance, declaration of conformity, and State inspection of goods quality, but also simultaneously comply with regulations on taxes and fees according to current provisions.
